It is the City's understanding the North Coast Railroad Company, LLC submitted a letter opposing the abandonment exemption in Docket No. AB 1305X such that the Surface Transportation Board may consider allowing the transport of coal on this railway. Please set a timeline and proceed with the North Coast Railroad Authority's application to railbank the Northwestern Pacific Rail line. HTC endorses the NCRA’s Environment and Historic Reports submitted to the STB, and supports the NCRA’s request for a Notice of Interim Trail Use (NITU) for all of its rail corridors and properties north of Commercial Street in Willits, CA. It is not necessary to pause the larger railbanking process to confirm the legal status of two terminal segments of the farthest reaches of the rail line. There is enormous public support for railbanking and the proposed Great Redwood Trail. But neither the North Coast public nor the Eel River Canyon’s geology will support the unprecedented levels of freight rail traffic that would be required to finance reconstruction and maintenance of a railroad from Willits to Humboldt Bay. Humboldt Trail Council endorses the NCRA’s Environment and Historic Reports submitted to the STB, and supports the NCRA’s request for a Notice of Interim Trail Use (NITU) for all of its rail corridors and properties north of Commercial Street in Willits, CA. (printed as 9/14/2021)CommentSeptember 13, 2021 NCRA Railbanking Support Letter Dear Surface Transportation Board Members, As a resident of Humboldt County, I enthusiastically support railbanking for the proposed Great Redwood Trail, and I am adamantly opposed to rebuilding the rail line between Willits and Humboldt Bay to haul freight, the proposed coal from the Powder Basin in Montana and Wyoming. Now that we are already experiencing drought, enormous fast-moving wildfires and resulting air pollution hazardous to our health, as well as sea level rise [I live near Humboldt Bay and SLR threatens our infrastructure and agricultural lands], we cannot afford to add more GHG emissions that will lock us into more disastrous climate changes. The entire process – mining coal in the Powder Basin, transporting it by diesel trains to Humboldt Bay and shipping it to Japan using dirty fuel – will pour enormous amounts of GHGs into our atmosphere. Considering our current climate crisis, the highest and best use for the Willits to Humboldt Bay rail line is railbanking for a trail that will: 1) keep the line intact for future use if needed; 2) keep more vegetation and soil intact for carbon sequestration; 3) provide all people opportunities for recreation necessary for our physical and mental wellbeing; 4) create more economic opportunities for all communities located near the rail line. Please set a timeline to complete the railbanking process. Please do not pause the larger railbanking process to confirm the legal status of the north and south end segments of the rail line; this is not necessary. Thank you. I oppose the reconstruction of the rail for freight as the Eel River valley cannot geologically sustain the traffic needed to be economically viable. I emphatically oppose the proposed coal transport for shipping out of Humboldt Bay to China. California is burning, the planet is in dire danger. Humboldt County will strongly oppose coal freight on that line. We support the railbanking of that line while legal issues are being completed. Thank youArcata, CA

This makes no sense for a myriad of reasons: coal is no longer price effective as an energy source and provides relatively no jobs compared to clean energy, coal just sucks for the environment, this displaces plans for a beautiful trail in the proposed Great Redwood Trail, and it puts the Eel River (which is already struggling) at risk. I think the decision here is pretty straightforward… You are all smart officials and I trust you to make the right choice for the West, it’s people, animals and places.San Anselmo, CA

(printed as 9/13/2021)CommentTo the members of the Surface Transportation Board, Please strongly consider the request by the Northcoast Railroad Authority to railbank the Northwestern Pacific Rail line. As a Humboldt County resident (callout to Humboldt South Dakota) since 1998, I have looked forward to the long sought railbanking or "rails to trails" for our County. Notwithstanding the appeal to Tourists (flocking here since COVID) visiting our area for it's natural beauty and being able to enjoy a Tourist Train, the Great Redwood Train has garnered both state and county support. I am confident the majority of local citizenry would also enjoy taking casual tourist train rides around the bay, a different project in the works; and one which a full COAL bearing train system would destroy. Neither the Eel River Canyon’s environmental geology nor the local nature-loving residents would be able to support the heavy levels of big truck and railway traffic reconstruction and maintenance of a railroad from Willits to Humboldt Bay will involve. The natural environment of Humboldt County makes us a difficult place to reach-- wildfires regularly close transportation coridors in Summer/Fall (Routes 199, 299, 36, 101) and strong "atmospheric river" storms close the same highways in the Winter; hauling coal is NOT the way to raise funds for Humboldt County. Please do NOT approve or permitan Investment driven, coal-transporting Railway, for either Humboldt Bay or surrounding ports. Thank you for your serious consideration of my points-- and I'm glad we have a Surface Transportation Board with members who have experience in Railway and in Environmental concerns. I will observe ya'all are *all* from the Midwest and East Coast--- Please come out to Coastal Humboldt California for a tour of our Natural Beauty, very different from your geographical areas. The legal status of a couple of terminal lines should not delay the process for the rest of the line. This canyon should never be used for rail transportation again. The long term damage done to the Eel river fisheries is well documented and any attempt to reestablish rail service here will result in the extinction of the remaining fish. The great Redwood trail represents the highest and best use of this public right of way. Please proceed as quickly as possible with the rail banking so that the work on the trail may begin. Any attempt to run a coal train through here is a misguided idea that will be met with appropriate resistance. It will not happen!Ferndale, CA

(printed as 6/11/2021)CommentI am Claire Perricelli, a resident of Eureka, and I support NCRA’s request for a Notice of Exemption for itsrail line from MP 139.5 near or at Commercial Street in Willits all the way to Samoa at MP 300.5, Korbel at MP 301.8 and inclusive of the Carlotta Branch to MP 267.72 and NCRA’s request for a Notice of Interim Trail Use (NITU) for all ofthese properties. This project is a win/win for the long dead railroad and the development of a world class trail system. Due to ground movement and other geological factors, the Eel River Canyon is simply not suitable for a reliable and competitive rail use. The FRA embargoed the line in 1998. The line has only deteriorated since that time. On the other hand, conversion of the line into a trail (in particular, a component of The Great Redwood Trail) will preserve it for the future, facilitate local recreation and tourism, and protect and foster a variety of conservation and environmental values.
