I got a notice from BAI Group regarding the intention of Greentree Rail, LLC to file an application with PaDEP to utilize 15 acres for a waste transfer station in Snyder Twp. The waste transfer station will be in a residential area just outside the borough of Brockway. The transfer station will be located within feet of my driveway. Most likely the train unloading the waste will block access to my home which is a safety concern among other things. The increased truck traffic, noise pollution and smell will be major issues. My property value, as well as all surrounding homes, will be drastically affected by such a facility. Brockway is a beautiful small town in Pennsylvania and a waste transfer station will be detrimental to the community and it's citizens.Brockway, PA

This proposal threatens the delicate balance of the surrounding wetland areas and native trout streams, which are home to a variety of protected wildlife and unique ecosystems. The area along the former rail line is a vital habitat for a wide range of species, including aquatic organisms and terrestrial wildlife such as bald eagles, blue herons, pileated woodpeckers, and turtles. These species rely on the integrity of these ecosystems, and the construction and operation of this rail line could disrupt their habitats, leading to potential harm or loss of biodiversity. Additionally, the wetlands and streams in question play a crucial role in maintaining water quality and providing flood control. The disturbance caused by the rail line construction, along with the potential risks from pollution and waste associated with its operation, could irreparably damage these critical environmental resources. We must prioritize the protection of these thriving ecosystems and wildlife habitats, which are not only invaluable from an environmental perspective but are also important for local communities that rely on the beauty and biodiversity of these areas for recreation and livelihood. I urge the Surface Transportation Board to carefully consider the environmental consequences of this proposal and take all necessary steps to prevent harm to these irreplaceable ecosystems. It would be a huge impact to our community to lose any natural resources available for our use. The rail line disruption to our wildlife, eagles nest, beaver dams etc. would create an unpleasant environment to all. (printed as 5/23/2025)CommentEI-33987Chuck MarchioriBased off STB- FRA rules an Executive Order 11988 Floodplain Management Issued in May 1977, this Executive Order directs Federal Agencies to: 1. assert leadership in reducing flood losses and losses to environmental values served by floodplains; 2. avoid actions located in or adversely affecting floodplains unless there is no practicable alternative; *There are several practical alternatives - 3. take action to mitigate losses if avoidance is not practicable; and 4. establishes a process for flood hazard evaluation based upon the 100-year base flood standard of the National Flood Insurance Program (NFIP). It also directed Federal agencies to issue implementing procedures; provided a consultation mechanism for developing the implementing procedures; and provided oversight mechanisms. Please see above as we have several alternative solutions to this problem to avoid flood plain disruption then running a railroad through sensitive areas of wetlands, streams rivers and creeksBrockport, PA

As the residents of the community struggle to understand how a project of this nature got to this point without any environmental studies, and community input, it is IMPORTANT to outline the environment impacts created by this project. The railroad proposal through Horton Township, PA., listed as 3.81 miles of railroad will impact many areas that could cause irreversible damage! Currently listed are 4 trout streams (2 considered Native Brook trout streams), and 2 unnamed tributaries of Toby Creek watershed. The community has worked hard to bring Toby Creek and it's watershed back from a sulfur polluted stream, to a place of enjoyment for many. A success story that could be directly impacted by this project. The environmental disruption caused by this proposed rail line would cause long-term consequences to all current wildlife, natural resources, beaver dams, bald eagles nest, and wetlands. Studies and impact to the community regarding flood plains need to be done. This is another huge concern for the community and a total disaster. Any introduction of rail crossings to main roadways brings concerns and issues to our emergency services for response time. Proposed rail crossing is a prime example of creating this situation not to mention increasing accidents. Last but not least is human safety...toxic fumes, train derailments, leaking cars, water contamination should not be taken lightly. By approving this permit, the health and well-being of our community will be at risk.Brockport, PA

It is directly across from my home and we see them daily if not a couple times a day, and have been watching them for years. The area surrounding where they are proposing to build this track is located in a zone rich in habitat for turtles, frogs, rabbits, rough green snakes, salamanders, Eastern hellbenders, fox and weasals. There is a deer family that births a couple of fawns every Spring/ Summer in the area where the tracks would go. There are Bald Eagles nesting somewhere in this area also. They fish from Little Toby Creek and the wetlands surrounding this area.There are also wood cocks that show up every Spring and pileated woodpeckers nesting in this area. The impact of building a rail line through this rich wetland would be catastrophic for the creatures that not only survive but thrive in this environment!Brockport, PA

As a community, we all must ensure that environmental safeguards are prioritized. The long-term consequences of this project are far reaching and could be devastating to the area. The railroad proposal through Horton Township Pa, listed at 3.81 miles, will affect 4 listed trout streams.... 2 of these steams are currently considered Native Brook trout streams. The railroad will additionally cross 2 unnamed tributaries of Toby Creek watershed which have fish and Native Brook trout. The work done to bring Toby Creek and its watershed back from a sulfur polluted stream (coal industry impact), is a success story for the state of PA. The proposed route for the railroad line will disrupt natural habitats, fragment ecosystems and displace wildlife! Noise pollution from the trains will damage animal behavior, impacting breeding cycles and migration patterns. The impact to human safety because of a train derailments or car leaks could lead to irreversible damage to many. Protecting our environment is vital for future generations, and this project jeopardizes that protection. Environment is an important role in healthy living and the existence of life on this planet. Environmental studies must be done to quantify impact to the areas in this proposal. For the past few decades it has undergone restoration to become the now healthy flourishing stream that it is. *Bear Run, Oyster Run and Mead Run are native trout streams that empty into Toby Creek which runs along the railroad bed. *There is a wetlands and beaver dam located along the railroad bed. *There are two bald eagles nesting within 100 feet from the railroad bed. As you can see, a railroad running through this area would greatly disturb the natural environment which our community has worked so hard to restore and preserve. Other reasons to oppose this railroad: *The railroad bed has washed out several times due to flooding of Toby Creek. This would cause continual problems. *The Brockway sewer authority system runs under the railroad bed. Tracks and trains on top of the sewer lines will cause serious problems. *If a train hauling trash has leakage or a derailment, this will cause major pollution and great harm to the natural wildlife of this inhabited area. The project involves the construction and operation of 3.87 miles of new rail line beginning at the end of an active Buffalo & Pittsburgh Railroad, Inc. line located at the O-I Crenshaw Glass Plant to the Superior Greentree Landfill, owned by Noble Environmental, LLC. Lampwrights LLC also intends to construct a private industry track to receive waste at the Superior Greentree Landfill. The U.S. Army Corps of Engineers regulates earth moving activities within streams or wetlands. This includes any placement of fill material, temporary or permanent. The letter and location map do not clearly identify streams or wetlands, nor describe proposed temporary and permanent impacts or avoidance measures. We recommend that a qualified wetland consultant evaluate the entire project area to determine if any streams or wetlands are present. If impacts to streams or wetlands are in fact proposed, this office should be contacted by the applicant to discuss permitting requirements. Every effort should be made to avoid and minimize impacts to the aquatic resources on-site.Pittsburgh, PA
