    On behalf of UCARE, I urge the Surface Transportation Board to require Savage Tooele Rail to complete an Environmental Assessment prior to the issuance of any STB permit or other agency authorization to proceed with the proposed rail line project. This project and the larger Utah Inland Port system to which it would be linked potentially threaten the local and regional human and natural environments The project could significantly increase air pollution in the Tooele County airshed, which is upwind of the Salt Lake County airshed that often violates federal air quality standards as it is about to do today. The introduction of hundreds of additional daily truck and automobile trips to the project area would exacerbate the aggregated emissions caused by incoming diesel locomotives and the switcher engines that would move rail cars around the railport facility newly connected by the rail line Savage Tooele Rail project would build. The Savage Tooele project, linked as it would be to an expansive satellite port industrial complex, poses threats to nearby wetlands --and associated wildlife-- bordering the Great Salt Lake. This critical wildlife habitat is already under stress from the climate change related desiccation of the GSL. And with Savage Services already a leading coal haulage and oil/gas/mining logistics corporation in Utah, more needs to be known about long-term plans for the type of freights that would be handled at the railport and on the rail line that the Savage Tooele Rail project would connect to Union Pacific and BNSF rail carriers' lines. For these and other reasons, UCARE feels that an Environmental Assessment of the Savage Tooele Rail project proposal should precede any other action by the Surface Transportation Board. Thank you for your thoughtful attention to this request.

    With Utah setting national records for the worst air in the nation, and with the demise of the Great Salt Lake and the threat of more toxic pollution that will result, I expect the Surface Transportation Board to prioritize the health and well-being of its children over commercial profits. Although the rail spur is short, it will pass through a non-attainment area that does not meet federal air quality standards for ozone and PM 2.5 The majority of the rail line will also go through wetlands, further destroying Utah's natural habitat. Savage Tooele Rail should not skirt regulations by misrepresenting its project. The company MUST be required by the STB to complete an Environmental Assessment! The project may seem small, but the amount of damage it will cause must be fairly assessed before it goes forward. Utahans trust you to do the right thing for us and for the next generation!

    The Surface Transportation Board must require an Environmental Impact Statement before proceeding to review the request of the Tooele Savage Rail to complete its 12-mile connection to the inland port satellite facility known as Grantsville Business Park. • The rail line itself will cross the wetlands of the Great Salt Lake which are categorized as "high functioning" because they are nesting grounds for millions of migratory birds--as well as local wildlife. These wetlands are already under attack because the warehouse construction at the nearby Utah Inland Port is in violation of best building practices, and because the Great Salt Lake is receding as a result of climate change. • Please be aware that this general area is already out of attainment for ozone and PM 2.5. Nearby Salt Lake County has had sometimes had the distinction of literally having the world's worst air quality on certain days. Further degradation of air quality from this proposed project is inevitable because most of the significant number of trucks that would service the projected 20 million square feet of warehouse space of the planned "park" must be diesel trucks (large scale alternatives are not readily available, and no one has proposed a mandate of any kind) and it is likely that the switcher engines used on the Tooele Savage Rail line would also have diesel engines. • Please be aware that there are geographic factors that contribute to our unhealthy air quality problems--especially our winter inversions. Even if our own emissions generations were low, which they are not, it is simply dangerous to add to our air quality problems • It is reasonable to expect that the rail line would bring problems with noise and light that would disturb both wildlife and humans.

I cannot see how the rail can be built without adversely impacting this sensitive and fragile environment. Please, if you cannot stop it completely, at a minimum require a valid, truthful Environmental Impact Statement that adequately addresses the impacts and long term consequences of this proposal.     The Tooele rail line would be an integral part of the broader inland port in SL City, and have a profound environmental/public health impact on the Salt Lake Valley and its residents. More specifically, Tooele is part of the Wasatch Front airshed, which is in perpetual non-attainment status for ozone and PM2.5. Not only will the train traffic alone be a significant new source of air pollution (one train's locomotives will produce as much pollution as about 10,000 cars), but the railway will lead to tens of thousands more daily diesel trucks in and out of Tooele and the Salt Lake Valley. For this reason and many others, the STB must require the applicant to complete an environmental assessment on Salt Lake And Tooele Counties.

    An Environmental Assessment is critical for the Savage Tooele Rail project because the rail line runs through Great Salt Lake bird habitat, both feeding and nesting. Although I live in Salt Lake City, I spent a dozen years of my life periodically driving by and watching for birds in this area on the way to my volunteer job with the Raptor Inventory Nest Survey for the BLM.

These switcher engines each produce as much pollution as ten thousand vehicles.     Savage Tooele Rail should be required by the STB to complete an Environmental Assessment as there are significant environmental impacts associated with building this 12 mile rail line and connecting it to an inland "satellite" port facility. It will enable the development of 20 million square feet of warehouse space leading to thousands of new daily car and truck trips adding to the already out of attainment air quality. Most of the line will go through high functioning wetlands further endangering the Great Salt Lake ecosystem. Switcher engines, which are highly polluting will likely be involved in the operation of the rail. For these reasons and more the STB should require a complete Environmental Assessment.

    I was taken aback by the suggestion proposed by Savage Tooele Rail that an Environmental Assessment is not necessary prior to developing a "satellite inland port" in Toole. In contrast to the initial filing for the application, Toole county is not only clearly out of compliance with federal air quality standards, but the rail line will go through functioning wetlands at a time when the Great Salt Lake is in crisis. What more could there be to signal that an Environmental Assessment is needed? Environmental assessments should not be reserved for cases in which there is an "easy" pass. They are required for cases such as the development of a Tooele Satellite Inland Port because serious problems are likely to be pending.

These will be significant new mobile sources of pollution and will have other environmental impacts. 3. Switcher engines which are highly polluting will likely be involved in the operation of the rail, also although the applicant says there will be fewer than 8 trains per day, there is no substantiation of this offered in their application, or full explanation of how loading of trains will occur, and the applicant has already acknowledged misrepresenting facts. 4. Most of this rail line will go through “High functioning wetlands” at a time of climate crisis on the cusp of an ecological catastrophe in the Great Salt Lake ecosystem. 5. There will be significant noise and light impacts from the rail line, and it, along with the inland port will be disruptive to bird and human populations. For these reasons the STB should require the applicant, Savage Tooele Rail, to complete an Environmental Assessment.

    I observed a freight train hauling over 100 oil tank cars rolling thru Henrietta NY (a suburbof Rochester, NY. There was no break in the tank cars like I have seen in the past. Any accident such as a derailment and fire could engulf tje entire train. Are there no restrictions on long oil trains thru populated suburban areas?
