DECISION FOUND THAT THE COMPLAINING SHIPPER IN THIS PROCEEDING DOES NOT HAVE A FEASIBLE SHIPPING ALTERNATIVE TO THE DEFENDANT RAILROAD IN THIS PROCEEDING FOR THE TRANSPORTATION AT ISSUE, AND THAT THE RATE CHALLENGED BY THE COMPLAINING SHIPPER HAS BEEN DEMONSTRATED TO BE UNREASONABLY HIGH UNDER THE STAND-ALONE COST CONSTRAINT.
