DECISION FOUND THAT THE COMPLAINING SHIPPER DOES NOT HAVE A FEASIBLE SHIPPING ALTERNATIVE TO THE DEFENDANT RAILROAD FOR MUCH OF THE TRANSPORTATION AT ISSUE, BUT THAT THE COMPLAINANT HAS FAILED TO DEMONSTRATE THAT THE CHALLENGED RATES ARE UNREASONABLY HIGH.
