MODIFIED THE EXISTING REGULATIONS AT 49 CFR PART 1244 TO REQUIRE ALL RAILROADS TO IDENTIFY CONTRACT MOVEMENTS IN THE ANNUAL CARLOAD WAYBILL SAMPLE AND ESTABLISH A 30-YEAR LIMIT ON THE CONFIDENTIALITY OF THE 'WAYBILL SAMPLE.'
