(printed as 4/25/2006)CommentEI-1989USDA NRCSIn regard to the above mentioned environmental assesment, I have done a brief review of the report which involves the abandonment of 0.58 miles of rail line in Morrison County. Page 2 of the document states that the NRCS is not requiring a site assesment for the FFPPA. The paragraph goes on to say that persons operating the land should contact FSA about a third party exemption for filling wetlands. It goes on to mention the Wetlands Reserve Program (WRP). The WRP is only one program which could regulate the impact to wetlands. Any federal farm program participation would be subject to the swampbuster rules of the current farm bill. In Minnesota, there is also the state Wetlands Conservation Act of 1991 which would have jurisdiction if there were wetlands on this site. This soil and this area of the county do not contain wetlands, so there is no concern for wetland restoration, mitigation, or exemption.Stanley Musielewicz · Little Falls, MN
