ADOPTED A FINAL RULE THAT REQUIRED CLASS I CARRIERS TO DIRECTLY BILL THE SHIPPER FOR DEMURRAGE WHEN THE SHIPPER AND WAREHOUSEMAN AGREE TO THAT ARRANGEMENT AND SO NOTIFY THE RAIL CARRIER.
