DECISION PROPOSED TO ADJUST HOW URCS CALCULATES CERTAIN SYSTEM-AVERAGE UNIT COSTS TO AUTOMATICALLY REFLECT ECONOMIES OF SCALE AS SHIPMENT SIZE INCREASES, THUS ELIMINATING THE NEED FOR THE 'MAKE-WHOLE ADJUSTMENT.' THE DECISION ALSO PROPOSED OTHER RELATED CHANGES TO URCS THAT WILL RESULT IN MORE ACCURATE MOVEMENT COSTS, AS WELL AS CHANGES TO TWO OF THE BOARD'S REPORTING REQUIREMENTS.
