(1) DENIED THE COMPLAINT FILED BY BAR ALE BASED UPON ALLEGATIONS OF AN UNLAWFUL EMBARGO; (2) FOUND THAT THE CARRIERS MADE AN EFFORT TO MAINTAIN SERVICE AND AT THE SAME TIME ENSURE SAFE OPERATIONS, THAT THIS WAS A LAWFUL EMBARGO AND THAT THE EMBARGO WAS AT ALL TIMES REASONABLE.
