-Comment 1 (4.5.3.2, MM-NV-3): Regarding item (a), UPRR intends to meet local noise ordinances as it relates to construction along the Phoenix Subdivision Mainline. Request that (a) is amended to read '(a) constructing temporary sound barriers around work along the Phoenix Subdivision where required by local noise ordinances." -Comment 2 (4.5.6.2, MM-W-3): UPRR understands that the Ellsworth Channel operations and maintenance at this location is under the direction of the City of Mesa rather than FCDMC. UPRR will provide new access to the Ellsworth Channel per agreement between UPRR and City of Mesa. -Comment 3 (4.5.9.2, MM-SOC-1): with regard to notification of road closures, in accordance with Section 4.5.1.1, VM-TS-7, UPRR will work with local authorities to obtain temporary traffic control permits and will comply with obligatory notifications as required by the permits.
