Dear Joshua Wayland, I am writing in concern to the Canadian Pacific merger with the Kansas City Southern line. I live in Davenport IA along the river near the Nahant Canadian Pacific Rail Yard and I work at Nahant Marsh Education Center who have already expressed how detrimental the merger will be to the nature preserve. However, I want to express concern for the safety of myself and my neighbors. I live on South Concord St. I went to one of the public forums that was offered and when I looked through the EIS, I was very concerned to see there was NO flood planning or flood risk assessment in the EIS. Flooding happens often at South Concord St. as the river is just yards away from the road. If the merger goes through the city of Davenport would close the crossing at Wapello Ave. This could be a death sentence for myself and the other residents of South Concord St. Wapello Ave is the highest road/access point when it floods. Where River Drive and Utah Ave. meet South Concord St. go under water at minor flood stage, because of this most of the residents of South Concord will park their cars at Wapello Ave and then boat to and from their homes. If we lose access to Wapello Ave myself and my neighbors will basically be stranded when it floods. Even during minor flooding we still park our cars on Wapello in case of any flash flooding or unpredictable waters. I understand that there may be an overpass built where River Drive meets South Concord, this is not necessarily a solution for residents of South Concord St. if we are not given accommodations or space to park our vehicles on the overpass. This is a huge safety risk for the approximately 100 residents of South Concord St. and can not be ignored. I think it is incredibly negligent for the EIS Draft for the merger to have been approved without proper flood risk assessment as the entire railway for the proposed merger is so close to the Mississippi River. My personal belief is the STB should reevaluate the EIS.
