As a home owner on canalshore drive in LeClaire Iowa 50’ from the CP tracks I would like to know what is going to be done to minimize noise and increase safety? Currently the trains blow the horn directly behind my house far exceeding osha safe noise levels. An increase in trains will mean more exposure and possible injuries. Second CP has already had a major accident on this stretch of track and an increase of trains increases the risk of another accident. With houses close to the tracks and an increase in noise and potential accidents puts the people of LeClaire in greater risk for both physical harm from train derailment and hearing loss from horns. I ask that if the merger is approved a quiet zone is put in place for the entire area these trains will be operating on and set a maximum speed limits in towns/ areas of people to less than 15mph. Additionally trains blocking car crossings will increase response time for fire, police, and EMTs. How will this be addressed for home owners being cut off from these basic services? The chance for survival of a stroke and heart attack significantly decrease for every minute advanced care is delayed. The increase in traffic will certainly add to response time and an increase in deaths from delayed care.
