This acquisition appears to be largely justified based on proposed “mitigation measures” that “could eliminate or lessen” the environmental effects of the Proposed Acquisition. How can hypothetical “mitigation measures” that may not even work justify an almost certain and devastating impact to the environment. This is unacceptable.
