I do not think the Office of Environmental Analysis did a thorough enough job when creating their study. They studied only 277 crossings and crossings with more than 2500 cars per day. This does not represent many of the smaller towns along the route. I do not believe this study was created without bias. It's clearly in the best interest of the OEA to have this merger succeed, their favoritism shows throughout the report.
