Years ago I lived in the South end of Muscatine. The horns of the trains were so loud and never ending. Not only was that a concern, but each day as I was trying to cross the tracks to get to work, a train would be crossing the tracks and sometimes it would last over a half and hour. My employer had written me up at work for BEING LATE TOO MANY TIMES. So, I would say they should think about the inconvenience it can cause for those people living behind those tracks, and their ability to get across the tracks having a minimal waiting time to get to work or possibly to a hospital should a health concern arise!!
