Resident Concerns: As a resident living between the CP Rail and the Mississippi River in LeClaire, there are legitimate concerns due to the potential for increased traffic from the proposed merger, to triple the current volume. Quiet zones are needed, and can be enhanced by controlling the speed of trains through towns. The noise decreases as speed decreases. This also can improve the safety factor, as speed is the major contributing factor to the severity of derailments. LeClaire is a community with the rail next to historical buildings and the riverfront levy. A derailment occurred on Jan. 3, 2020 and could have destroyed several blocks of properties and cost many lives had the train derailed towards the buildings instead of the riverfront. We are fortunate there was no loss of life or property at that time. The risk is high for our community. As a LeClaire resident living farther downriver from the location described, I have concerns regarding negative impact to property values in our residential neighborhood on Canal Shore Drive SW due to the proposed increased traffic. As far as public safety, we cannot afford to have crossings blocked from increased traffic either. Public safety is at risk for police, fire, and EMS calls. In summary if the merger is allowed there need to be control measures including: Quiet Zones Speed controls/Noise controls Traffic flow controls Limits to blocked crossings Public Safety measures Thank You for your consideration.
