Houston County is the southeastern most county in Minnesota with the Mississippi River basin occupying our eastern boundary and the existing Canadian Pacific right-of-way follows the river adjacent to these numerous NWI classified wetlands. The capital improvements project slated for an area near Brownsville as part of the CP-KCS merger may affect those wetland and water resources and we respectfully ask that you evaluate the risks to those vulnerable resources as part of the EIS.
