I have concerns about extra trains coming through the fragile Houston Texas rail terminals. 25 years after the UP-SP merger meltdown, the area can not handle the present traffic load. I am afraid traffic via the I35 corridor, and via the Flatonia TX junction will start coming into Houston. And KCS only has trackage rights on the UP Beaumont-Houston-Rosenberg. Any increase of rail traffic will slow down local roads and METRO transit services. Suggestions: 1. Monitor rail traffic and speeds in the area. 2. Work with UP for placement of extra sidings, et. al, with CPKC paying for it. 3. Have the Spring Dispatch Center become semi-independent, of yrain control in theHouston area apart from CPKC, UP and BNSF national centers. 4. Have CPKC, UP, and BNSF have places to hold trains at the edge of the Houston Terminal. Trains could not enter unless it can clear the Terminal, or has a space in a Terminal yard.
