If possible, I'd like the EIS to analyze the projected increase in truck traffic around CP's Shoreham Yard in Minneapolis as a result of the merger and determine what affect this will have on roadway crashes (including with bicycles and pedestrians), along with any potential mitigation strategies. The analysis should project any potential increase in crashes using a predictive safety model like AASHTO's Highway Safety Manual and use the same methodology to identify ways to mitigate any increase in crashes as a condition of the merger. I'm bringing this up because currently University Ave NE and Central Ave NE (the roadways on which trucks use to get to Shoreham) are part of Minneapolis' High Injury Network (https://www.minneapolismn.gov/government/programs-initiatives/visionzero/vz-data-stats/), which represents the roadways with the highest proportion of severe or fatal crashes within the city. I'd like the Board to investigate this because even a minor increase in truck traffic on a roadway with an above-average fatal and serious crash rate may ultimately result in a demonstrable negative outcome in terms of road user safety, and a data-driven approach will help analyze the magnitude of the issue and if any mitigation is appropriate.
