The City of Krum's Development Services Department is primarily concerned with potential changes in activity related to rail traffic passing through the community that would increase the average number or length of trains passing through the City of Krum but particularly y during the hours of 6AM and 6PM. There are no grade-separated thoroughfare crossings over the rail line in town. This means that our fire department, which is located at 400 N 1st St (FM156) and provides fire suppression, emergency response, and medical response can be significantly degraded in its response when trains are present at the primary crossing point at FM 1173. The City of Krum Police station which, is located at 146 W. McCart St. (FM 1173) is likewise also affected by rail traffic passing through the community. Besides emergency response, significant traffic congestion also arises during peak travel hours when rail traffic is present. FM 1173 is a significant primary commuter route for a number of in - town travelers and those going to and from the cities of Denton, Ft Worth and the DFW metroplex. Increased rail traffic or longer trains may result in loss of economic productivity, increased emissions of VOC's, increased emission of carbon dioxide and other potentially harmful air pollutants and may result in marginal increases in the rates of vehicular accidents, injury rates or fatality rates due to vehicular accidents. Although potentially not measurable objectively, increased wait times for crossings to clear may also have a negative psychological impact on commuters and passengers by raising stress levels which could lead to a minimal but measurable increase related health conditions or criminal acts.
