To: Mr. Dave Navecky, Office of Environmental Analysis Dear Mr. Navecky My name is I Ping Ho. My wife and I own 243 acres of development land in Chowchilla; zoned for industrial and commercial use. We also own another 126 acres of land with Union Land Development in Chowchilla; zoned for commercial and light industrial use. We oppose Road 18 Wye recommended by the High-Speed Rail Authority. The reasons are as follows: 1. It would be too close to the Green Hill community and would negatively affect more than 2,000 existing residences. Green Hill Estates is a prestigious area in Chowchilla, and this proposal would make the location undesirable. Future home buyers would avoid that area because of noise and vibration. The area would lose its visual appeal. This would not be good for the people or the real estate market of Chowchilla. 2. My wife and I have owned our 243 acres property since 1989. Our property includes one mile of Highway 152 frontage and the Road 17 1/2 highway entrance. We are planning to put up industrial and commercial developments onto the property because it has been annexed to the city last year. The railroad track would cut a portion of our property in half. Without knowing the exact location of the future railroad track, designing large factory buildings becomes impossible. 3. The railroad track of the Road 18 Wye proposal also cuts the 126 acre property into 3 pieces. This property includes 0.8 miles of Highway 99 frontage and the Avenue 24 overpass. It is zoned for commercial and light industrial use. The major owner of this property is Union Land Development. Union Land has developed a large shopping center in the San Francisco Bay Area. The name of this shopping center is Milpitas Square, the largest regional specialty shopping center, anchored by Ranch 99 supermarket. Ranch 99 is a very successful supermarket chain. Road 18 Wye turns the 126 acres of land to waste and makes it impossible to develop. Road 13 Wye would be a better choice because it would pass by an area with little population and would not pass through city limits. Thank you for your attention.
