I write as a concerned citicen in expressing my concern for the Tongue River. I request that the EIS study the following: Public convienience and necessity. Is the railway meeting the requirement to have power of eminent domain? I have many concerns for the ranchers and farmers whoes land, many which have had this land for generations, will be impacted. Impacts on property values. This would most likely be significant and impact a large number of people.Please study impacts from fires, spreading weeds, splitting property. What financial impacts will this have on ranchers, farmers, and other individulas near the tracks and surrounding areas? I plan on visiting what I've heard is an extremely beautiful place: the Tongue River, and I worry about the wildlife there. Please study the impacts on elk and mule deer populationsion and upland birds. What impacts will this have on all the ecosystems around the rail corridor, coal mine, and any impacts on wildlife this project will create. Please study the potential for flooding as there is a likelihood of incresed flooding by the railroad acting as an earten dam. Noise: plaese sudy impacts on the nearby recreation area near Miles City. Please study impacts on wildlife from noise, lights, and rail accidents as the impacts will likely be significant. Please study the impacts on our Climate from increased Carbon Dioxide. By shipping our coal overseas we create the likely impact of severe increases in climate change. The President of the United states and the Pentagon have stated that climate change is now serious threat to people, ecosystems,and real estate. What will the impacts be of coal being burned in Asia on the U.S. and our planet? Please study the cummulative impacts of all the proposed terminals, mines, and railroads under permit process currently who have plans to ship coal. What cummulative impacts will we have as a result? I sincerely ask your help to throughougly study these significant and likely impacts, Laurel Felber
