I would like the EIS to include the monetary cost of building out this rail line. I would also like you to include the cost in terms of loss in property value, degradation of air and water quality. I would also like you to include the cost of derailment and mitigation of all crossings. Who will bear this cost and how much will it cost...it should be projected out for the life of this railroad line. Thank you Stacy Neal
