Before it makes any decisions, I would like the board to calculate the energy return on energy invested (EROI) for mining and transporting the coal, also for converting it into electricity once it gets to China. That way we could compare the energy we use to make energy with alternatives, like wind or photovoltaics. My guess is that coal won't turn out very good. Especially if you calculate the amount of energy it would take to either sequester the carbon dioxide from burning the coal or to take it out of the atmosphere. EROI is a very important concept, I believe. It is something that should be calculated for any energy decision the government makes, especially when it involves a large amount of carbon. If we know what the EROI is, it makes it a lot easier to make policy decisions.
