Tongue River Railroad Company filed a new application for a permit to build a coal-hauling line through the Tongue River Valley. This long-proposed project renews its attempt to cut the valley in half, abusing the power of eminent domain to destroy good Montana ranchland in order to ship Montana coal to China. I urge you to consider the following in your Environmental Impact Statements: Public convenience and necessity (particularly for the railroad, eminent domain requires that the project be for public convenience and necessity" when in fact it is only for an Eastern coal company's profits), impacts on property values, wildlife, public health, flooding, noise, infrastructure and traffic."
