Scoping should address the following: 1. Cumulative impacts of rail transportation for coal, from mining to final destination. 2. Public convenience and necessity." Is this line truly for the convenience of the public or is it for the benefit of a private company exploiting public lands? 3. Impacts to wildlife, particularly rare, threatened, and endangered species, and disruption of native lands. 4. Environmental justice. What steps should be taken to mitigate the ugly reality that dirty and dangerous projects are usually sited in areas where populations are sparse, poor, or of color? 5. what benefit comes to the public from exploiting public resources? 6. Property values that may be ruined by the tracks and the polluting materials they would carry. 7. Public health impacts from the tracks and especially the polluting materials transported on them. 8. Flooding from the raised rail bed"
