Thank you for the opportunity to comment on the new application for a Tongue River Railroad [Docket No. FD 30186]. It is my understanding that this new application was put in after public hearings and represents a new route (from Otter Creek to Colstrip). If so, then this should extend the public comment period, and there should be a public hearing at Colstrip. Such a railroad would facilitate the extraction of much more coal by Arch Coal. The review process must consider the impact of burning all that coal on the climate and the impact of resulting climate change on Montana’s citizens, agricultural operations and other aspects of Montana’s economy. Even more directly, the review process must consider the land disturbance of over 18000 acres that Arch Coal proposes to strip mine ultimately.
