To Whom It May Concern, This issue gets at the root of many of the economic and social problems that are currently facing our region and nation. Putting our energy security in the hands of a foreign government is decidedly short-sighted. Destroying pristine wilderness areas in the name of economic growth does not take into account the environmental benefits realized from the preservation of these areas, such as the Tongue River. It is absolutely paramount that we understand the full scale of the impacts our energy policies have on the environment BEFORE we act, not after. As a resident of Bozeman, I would like to know the impacts of increased train traffic on communities like ours. What will be the effects on the community well-being and health with the increased presence of uncovered coal trains traveling through our town? What will be the increase in noise pollution? And how will burning coal on the scale that the Chinese are seeking to implement impact the global environment? These are not easy questions and their answers should not be taken lightly. Dollar's generated no longer equates to freedom from responsibility. If there is this much money and unknown costs at stake we owe it to ourselves, our friends and communities, to understand and answer all of these questions. I hope you will ask Arch Coal to do just that, as anything less would be irresponsible. Thank you for your time. Regards, Ryan Krueger
