Building a new port on the west coast to process a dramatic increase in coal delivered from eastern Montana will absolutely cause significant impacts to my community of bozeman, MT, as well as many other communities through which additional coal trains will pass. Impacts of the port project can not be accurately characterized by assessing only the local, port-area effec6ts. raffic delays, requiring infrastructure upgrades, increased noise, worsened air pollution, slower emergency response times - all are significant impacts to the many communities through which the additional trains will pass, and must be analyzed in the EIS. To do an adequate job, the COE MUST analyze cumulative impacts.
