To Whom It May Concern, I am troubled that an EIS for construction of a railroad hauling a known toxic substance would not look at the full impact on all Montana citizens and wildlife; from where the coal is generated to where it is ultimately consumed. We are no longer being afforded an environmental carte blanche when it comes to personal responsibility in the name profit. Where this coal goes and what impact it has on it's complete life cycle journey is one of the fight's of this generation. There is a strong political will to see the Tongue River area preserved, but more than that, we need a long-term plan that is not myopic in it's scope for energy extraction. As an avid climber I utilize the man-made climbing boulders scattered around town. One of my favorites is near the railroad tracks and the depot made famous by Robert Redford in A River Runs Through It. During the summer months trains laden with coal, destined for China not for the preservation of our own energy security in the US, role by that boulder numerous times an hour. The effects on air quality, especially the release of increased amount of particulate matter, DOES have an environmental impact that should be taken into account. I hope the comments you receive in this process help you to see that we as Montanans and Americans are tired of seeing not only our resources whole-sale sold to countries that have no ties to this country and do not care about our health BUT also that a lack of effort, doing the bare minimum EIS, is nothing more than bending to this desire by making a cheap buck today and passing the costs on to the folks of tomorrow. Would you do that to your own family? Friends? Community members? I encourage you to go above and beyond what is asked you. Be proud of what you accomplish and stand behind the information you generate. Then you and your fellow citizens can make the most informed decision together. Thank you for your time, Ryan Krueger
