I do not envy the task at hand; there is so much responsibility you have. I would hope that one of your main objectives is for future generations and not a quick at present time necessity. The longer we are on this earth the more sustainable we are going to have to be. I think a good example of what I am thinking or concerned about is the history of the Great Plains (Dust Bowl and now the depletion and pollution of the Ogallala Aquifer). I am strongly opposed to the construction of the Tongue River Railroad and would hope you would choose the no action for this project. Thank you Phil smith
