Mr. Wayland, these comments on STB OEA's Nov. 2019 CREAR Addendum are filed on behalf of City of Jersey City, PRR Harsimus Stem Embankment Preservation Coalition, and Rails to Trails Conservancy. The format for disclosure of affiliation in your e-filing website needs to be reformatted to allow proper designation of affiliation. The comments indicate deficiencies in the CREAR Addendum which should be addressed in order to address determination of adverse impact, and before addressing mitigation. Although addressed to your attention in the e-filing format, I request that you forward same to all officers involved.
