To Whom It May Concern: I am a long time resident of a neighborhood known as Queen Village in Philadelphia,, PA. As a result of community interest and involvement is has changed from an old, beat neighborhood into one of the most vibriant commumunities in Philadelphia. As a frequent visitor to Jersey City over the past 20 years I have seen the neighborhood that the Embankment runs through slowly develop into an exciting neighborhood as a result of the committment of the community, just as the one I live in. You are now entertaining an action that flies in the face of everything the community has worked together on for the past decade. The demolition of the Embankment will have a significant, adverse impact on the quality of the human environment. There will not only be temporary adverse impacts associated with traffic, noise, urban wildlife and air pollution as a result of the demolition activities but permanent, adverse impacts to the environmental and cultural community through which it extends. Such impacts require that the action before you be evaluated in the format of an Environmental Impact Statement. It is only through an EIS that this major Federal action will be adequately assessed. In support of the President's Greening of America, I urge you to fully assess the impacts of this project through the preparation of an EIS and the public involvement in that process which will ensue. I look forward to participating in the comment period on the EIS.
