The STB should authorize a full environmental impact statement for the Harsimus Branch Embankment. The city will benefit more from a lightrail or public park than residential development. There are plenty of lots in Jersey City that could be developed into housing, but the embankment is the only continuous strip that could be used for a lightrail, without having to knock down existing housing. Jersey City is an urban environment and needs more public transport and space. Using the embankment makes the most sense financially. It would be a lost opportunity to turn it into housing.
