Please do a full environmental study. Check the soil for contamination. Think what moving this soil would mean to the air and the place the soil is moved to. Consider the children living in the area. The amount of water not flowing into the drainage and sewer system (very old sewer system) because of the ground absorbing moisture. Think of the amount of oxygen these trees and grasses are providing, replaced by roofs and concrete, asphalt. Make my park or at least let the land rest.
