Dear Sir/Madame, I am writing to comment as a local concerned citizen regarding the Surface Transportation Board’s assessment of what is locally referred to the 6th Street Embankment and as referenced in the docket number in this form. I am an individual who was born in Jersey City and whose family was fundamentally instrumental to the founding of St. Aloysius R.C. Church and the development of Jersey City during the early 20th Century. I have served as president of the Van Vorst Park Association and the boards of various other community organizations and continue to do so. I am committed to and concerned about Jersey City and hope you will assess your commitment to your responsibilities as rigorously as I assess my own. I start only with this reference to myself in order to highlight our shared commitment to serving our community. One of the mandates of the Surface Transportation Board as it is stated in the board’s own documents’ relating to the environment is as follows: “Under NEPA, the Board must take into account in its decision making the environmental impacts of its actions, including direct, indirect and cumulative impacts. The Board must consider these impacts before making its final decision in a case.” My only request of the board is that it fulfill this obligation it has made to the community. By authorizing an Environmental Impact Statement before abandonment of the 6th St. Embankment property causes potentially severe adverse effects to jersey City historic districts, landmarks, neighborhoods, and families the board will be fulfilling that obligation. Please don’t abandon your responsibilities. We as a community have not abandoned ours and share your fundamental commitment to serving the best interest of this and future generations just as my family has throughout its own history here in Jersey City. Regards, William C. Donohue
