As a registered Professional Engineer in the State of NJ (practicing in environmental and geotechnical engineering) and an owner/resident of 6th Street in Jersey City, I consider the demolition of the Harsimus Cove Conrail Embankment without due consideration of such work on the surrounding dense residential urban neighborhood NEGLIGENT. The possibilities exist to damage adjacent infrastructure and buildings and to spread environmental contaminants throughout the neighborhood. Given the history of subsurface environmental contamination throughout Jersey City, such studies are not only warranted, but should be considered standard-of-care. In addition, many of the neighboring structures and utilities are more than 100 years old and fragile. The vibrations caused by heavy construction may exacerbate pre-existing conditions or cause new ones. The effects of such work may result in individual and group claims and lawsuits in the short- and long-term if not studied properly and planned in advance.
