I really do not see how the STB’s can say that no EIS is necessary for the Embankment in Jersey City. Effects of demolition of a massive structure on air quality, dust, noise, water quality, vibrations, health, flooding, heavy truck traffic, removal of a cultural resource etc.must be assessed. The National Environmental Policy Act requires Federal agencies to prepare EISs for major Federal actions that significantly affect the quality of the human environment so why not this project. As a Jersey City citizen I'm very very concerned!
