I am calling for an Environmental Impact Statement to be done on the 6th Street Embankment in the Downtown section of Jersey City. I understand that one of your component panels feels that no such study and report is necessary. I strongly disagree. Any change to this historic structure will greatly impact thousands of people who live near it -- forever. This must be taken into account before anything is done! I think this structure should be enhanced, repaired, and generally spruced up, and opened as an first-class urban park. That Conrail has neglected it for decades and ignores any such potential use for it is shameful. Why should residents of the city have to struggle to have a park made out of such a unique and historic structure? And why, when so many federal dollars are spent on measuring environmental impacts of actions taken where no one lives, in wilderness and wild areas, does your agency not want to do a study of the potential effects of altering an urban landscape -- which has a natural component -- that so many people live in and around?
