The 6th St. Embankment in Jersey City must not be destroyed, especially in the absence of an Environmental Impact Statement. The National Environmental Policy Act requires Federal agencies to prepare EISs for major Federal actions that significantly affect the quality of the human environment. this demolition will certainly affect our environment both in the short term and the long run. Demolition and construction of such a massive structure will damage the air quality in our entire neighborhood; the heavy equipment and truck traffic will cause dust, noise, and vibration that can damage the 150-year-old buildings in the area. Conrail long ago abandoned this tract and has shown nothing but bad faith and illegal actions as they have repeatedly attempted to circumvent local ordinances regarding the disposition of this land. The citizens of this neighborhood have long sought that the Embankment be converted to park lnad for the use of all residents. the city of Jersey City has considered building a light rail on the Embankment, sharing the space with the parkland. this would then become impossible. Finally, there have not been adequate studies of potential environment contaminants that are common to this area. Federal agencies must enforce federal laws rather than burdening local governments and citizens.
