An Environmental Impact Statement for the Embankment is absolutely necessary. I used to own property near the Embankment and every time there would be a heavy rain we would get water in the ground floor. Without the Embankments to absorb the water flooding will be much worse in the area. Also, on a personal level, I have learned the hard way that the City of Jersey City does not have enough power to protect historic resources. For twelve years I, along with hundreds of fellow citizens, fought to preserve an historic warehouse district - now call the Powerhouse Arts District. The city hired the Urban Land Institute (ULI) to advise them on what to do about the district, and the ULI advised preserving the building via historic re-hab and re-use as live work space. The city unanimously approved historic designation for the district and also unanimously adopted a redevelopment plan implementing the ULI recommendations. Nevertheless, a determined owner of two pivotal buildings, The Lorillard Tobacco Warehouses (see attached photo), through persistent legal action, was able to demolish the buildings. The historic warehouses that suffered the wrecking ball are directly related to this case since these warehouses were supplied by the Pennsylvania Rail Road using the Harsimus Stem. To fully protect the Embankment we need federal law.
