The environmental assessment" I have reviewed in conjunction with the proposed abandonment of the Harsimus Branch is woefully inadequate and conclusory under the terms of the N.E.P.A. It is replete with unsubstantiated assertions, and represents anything but a "hard look" at the proposed action. While there are clearly matters that must be examined under section 106 and 110 of the N.H.P.A., a host of other issues both social and environmental will not fall within the perview of the historic review. The STB should insist that a full environmental review be conducted on this highly sensitive strip of property located in a densely packed urban setting. To allow a perfunctory "assessment" would be to avoid the explicit obligation of the STB."
