My name is Lourdes Garcia. I live across the street from one of the Embankment blocks. My husband and I are raising our infant son in the rowhouse I purchased over 10 years ago. As you can imagine, the fate of the Embankment and the surrounding historic neighborhood is subject matter I take very seriously. This is why I was exceedingly disturbed by the SEA's recent EA. Why would any government agent, with full knowlege of the illegal actions perpetrated by Conrail and their developer partner, rely exclusively on Conrails' own reports to form their conclusions? As a Veteran I have seen what atrocities people can do to one another when government agents lay on the side lines and do not do the right thing by the people. I for one, am completely unmoved by Conrail's findings and have absolutely no confidence that theirs any truth to Conrails proposals. Once again I have witness the destruction that people with money and drunk in its power can plague the innocent when given the opportunity. Further, the EA itself makes reference to the 'unique complexities' of this proceeding and by this assertion, attests to the fact that this NOT the typical rail abandonment. How can it then turn around and suggest that a EIS is unwarranted? I speak for my family and neighbors when I contend that the Embankment and the neighborhoods directly affected by its fate are wholly undeserving of this type of frivolous treatment. It is the your responsibility to protect this neighborhood and its members from extinction. I hope the STB acknowledge this public outcry and sanctions a full and impartial Environmental Impact Statement to guide their pending rulings. Thank you for giving my concerns your utmost consideration.
