Please be advised that I believe the the STB should require Conrail to conduct a full Environmentat Impact Statement before they allow the abandonment of the Harsimus Branch of the Pennsylvanie Railroad. The Harsimus Branch carried trains to the Jersey City Waterfront which was the largest concentration of rail yards in the nation for over a century. Today its value as a historic resource is obvious. Its value as a right-of-way for rail use is another reason for an EIS. Consider that Jersey City has grown from a virtually non-existent downtown to the 12th largest downtown in the nation, the need to move office workers and residents in and out of the district by means other then the private automobile will only increase. THis R-O-W cannot be abandoned and sold for housing. This is an asset that must be preserved for historic and transportation purposes.
