We write to request that the Surface Transit Board (STB) authorize an Environmental Impact Statement before abandonment causes severe adverse effects to Jersey City historic districts, landmarks, neighborhoods, and families. We write as owners who live directly across the street from the embankment and who will be irreparably harmed by abandonment. Abandonment will lead directly to demolition (Conrail and partner are seeking permits now) and demolition will have a deleterious impact on air quality, create unacceptable noise, cause heavy truck traffic through fragile historic districts and damage to buildings on two sides for one-half miles. We are also greatly concerned about the potential health risks demolition will pose, particularly as parents of a three-year-old girl. We are gravely concerned about contaminants because there have not been adequate environmental impact studies conducted. Moreover, because of our proximity to the embankment and the health risks demolition will cause, we will be forced to move from our home in the event of demolition because we do not want to risk our health or the health of our child. We believe that STB, as a federal agency, must enforce federal law and take affirmative steps to ensure that local Jersey City residents, like us, are not unduly burdened.
