Please authorize an Environmental Impact Statement before abandonment causes severe adverse effects to Jersey City historic districts, landmarks, neighborhoods, and families. We live across the street from the embankment, and abandonment, or worse, demolition of the embankment would be devasting to us for the following reasons: We have two small children and we have serious concerns about fumes from the debris and how the air quality of our home would be affected. Given what is known about the contents of the embankment fill, we would have to move during any major demolition activity, which would cause huge financial hardship. We live across the street from the embankment and the dust, noise, and vibration alone from demolition is enough to cause concern; the liklihood of damage to ours or our neighbors' homes is huge. And not just from the demolition process. The removal of a half-mile of fill to absorb stormwater in flood plain would put unthinkable strain on our already over-taxed sewers, causing an enourmous potential for flood damage in our homes on a regular basis. Not to mention the inadequate studies done of contaminants in the embankment is unnerving to all of us who on property nearby. Failure of Conrail’s developer partner to submit environmental sampling study to STB worsens the case. We need a federal agency to enforce federal laws rather than burdening local governments and citizens. These are issues of environmental justice and they need your attention. Thank you.
