Please authorize an Environmental Impact Statement before abandonment causes severe adverse effects to Jersey City historic districts, landmarks, neighborhoods, and families. Abandonment will lead directly to demolition. I am concerned that demolition will adversely impact on air quality. I am also concerned about heavy truck traffic through the fragile historic districts and damage to buildings on both sides for one-half mile. I live in a basement apartment on E. 3rd St., and I have experienced flooding once in my apartment the past couple of years, and I have had a couple of close calls as I watched storm waters overwhelm the storm drains outside my unit. I am concerned that the loss of the embankment and the fill for 1/2 mile will enlarge the flood plain, and seriously threaten my home. If this happens, I will consider suing the relevant agencies that disregarded the flooding threat to the surrounding community. The embankment also serves as a habitat for wildlife, including migratory birds and monarch butterflies, and many local species. This is an ecosystem corridor that joins Hudson to Hackensack. Again, I urge you to conduct a comprehensive EIS! Yours truly, Steve Herrick 237 3rd Street Jersey City, NJ 07302
