I don't think that after utterly abandoning their property for decades and allowing it to become an ecosystem for unknown animals in the heart of our city, that Conrail should be able to sell to developers without an EIS. It is obnoxious to suggest that there will not be possibly devastating effects to our community. I have lived in Jersey City all my life, and our downtown is being sold away to developers at an alarming rate. My worry isn't development per se, but irresponsible development. There needs to be an EIS before anything can move forward. Our community demands it.
