Because of the historic nature of the Sixth Street Embankment, the Surface Transportation Board should authorize a full environmental study of the Harsimus Branch/Pennsylvania Railroad Sixth Street Embankment. A full environmental impact statement will help decisionmakers weigh the impact on adjacent historic resources.
